Despite citizens being managed via IC chips, making the identification and arrest of criminals easy, gruesome murder cases targeting children by an unidentified killer were occurring all over the country. Clad in a black mantle and a clown mask, a crazed serial killer who poses "questions" to his victims——the "Killer Clown," and police officer Hayato Asakura begin their battle!
