College student Sota Akizuki is thrown from his ship by a storm's massive waves and prepares for death――. However, when he wakes up, he has washed ashore on a mysterious island. While wandering the island, he meets Phyllis, a beautiful girl in strange attire. After nursing her back to health, Sota realizes that this place is another world. In this world, men are rare, born only once every thousand people. Because of this, the "Kingdom" and the "Empire" are constantly at war, fighting over men. Men stay away from women, and women crave men――a world ruled by a distorted balance.
